The Throwing Dagger is a dagger item specific to QFG3. Heroes of any class may use them, though the Thief will likely use them the most. A new thief in QFG3 begins with five of them. An imported character with extra daggers will retain them as Throwing Daggers.
Curiously, the throwing daggers possessed by a Thief or imported character, which would presumably have been of Spielburgish or Shapeiric make, of will be identical in appearance and use to those available for purchase at Fanaka's Fine Weapons, which are made by the Amanra tribe.
The hero can practice throwing these daggers at the Simbani Village's spear-throwing range.
